Who was he/she?:
Born in Coventry, England. Attended Columbia College in New York. After graduation he worked as an attorney and then decided to enter the seminary at age 30. He was the Bishop of the Diocese of Wheeling from 1894-1922.
Why it was named after him/her?:
During his term as Bishop he was instrumental in expanding the Diocese of Wheeling by the opening of many new parishes and missions.
